Yes, it was implemented in Season of Mastery to prevent boosting - and it worked!
I got no clue why Blizzard did not stick with this feature, which had zero impact on players playing the game as intended.

Mobs need to become immune to slow effects after 10 sec.
Idk if it’s ragebait, but I’m sure I can’t get a to join 2 naxx raids a day there. Any a list of 1000 things that aren’t there. It’s just a pointless conversation.
