i have same problem and i also have windows 7
The game has been compiled with newer tools/libraries etc. They need to add some fixes to their Windows 7 build. This dll missing error was reported on beta many times.

yet Blizz done nothing… what a failure of a company! But we are all so happy that CEO gave himself 200.000.000$ bonus! Kinda glad to see the game and company in ruins, not even a shadow of its former self. They don’t even have a dignity to reply to all the reports about the issue…
