according to google its when you have a download in process, but i have none? the only download i have pending is classic wow, which i cant seem to get started, i have even tried to uninstall the game but the launcher wont do it.
now a mysterious update has appeared even after checking for updates 2 times and closing battlenet 3 times, but im stuck on initializing please wait for 10 minutes.

it was an update that didnt show up untill i retarted the client 3 times even after checking for updates, then i couldnt get it to start downloading, had to restart my computer before it bothered starting.
Weird. Ihave that happen occasionally but no clue on fix. Or it refuses to update for like an hour. Changing my internet connection usually helps tho. Wireless to Ethernet or vice versa
Best fix I’ve found is disable firewall or change connection. Ethernet to wireless or broadband to data whatever. Wish blizz would fix it but not even sure if it’s their end or mine. Hs updates fine
