Blizzard told that Jailor is Titan ++. So Eternal ones ~= Titans.

Power levels aren’t static, they are dependent on many factors. So… who is stronger than whom at a given moment is just determined by plot convenience.

In the next expansion we will get “scouters”, which will be the lore explanation for levels including itemlevel etc.

Well then the power level—ahem, item level of Sargeras after his corruption is “infinite ++++++” since he alone defeated all the Pantheon of the Titans together thanks to the exceptionally powerful demonic magic known as Fel… hehe 
and I don’t even want to think about a Void Lord at full power, like Azeroth corrupted by the Void could become…but like in Dragon Ball, there must always be a stronger enemy…
