Ive literally just hit exalted with Golden Lotus and the quest Mogu Message NPC isnt showing. Could be a phase issue or isnt implemented properly.
Anyone else having these issues?

Edit. For people having the same issue. I found a NPC in Setting Sun Garrison that takes me to the NPC
