I dont know what motherboard do you have, but F29 is kind of old BIOS.
Its older than microcode 0x12B came in what is important for a 13th gen processor.
If you are lucky you can fix it with BIOS update. But after BIOS update you should check your processor degradation!
I’ve now updated the bios but i also did something else i looked in to KERNELBASE.dll there was a error in the lines of code, over and over with a unknown just next to it when i fixed it with DISM /Online /Cleanup-Image /RestoreHealth in Command Prompt. It fixed my problem right away keep this post here it might help someone else who is fighting the same problem.

Enter BIOS and make sure the CPU use the Intel default profile.
For test yor CPU degradation is a good way if you install/uninstall your graphics driver 20-25 times with clean installation (you can google for other good solution for it). The test is important, cause the new microcode came out 2 years ago, and you did not use it, and can be possible the CPU is degraded (maybe not, but good thing to know for sure).
DISM update is fine. Need to refresh other driver installations as well, to make sure these installations are not corrupted (do clean installs) in some ways. Try to put WoW in the white list of your antivirus software.
Since you have 4090 VGA, if this card is dedicated you can check the connector melted or not as well.
