Exclamation Marks not appearing above NPCs?

I don’t know what happened really, I was doing some questing last night and noticed that NPCs in Kul’Tiras aren’t showing their quest icons. But when I need to turn them in, the Question mark appears?
Is this a technical issue or by design?

If you are talking about the character you are posting as that is because you are now level 51 which is considered high level for the previous expansion content. If you want to continue progreessing the BfA you can select “Track Trivial Quests” from the Minimap’s tracking button (the looking glass icon). Low level quests give reduced experience.

Alternatively you can progress into Shadowlands to further level your character.
