What has OP to do with the fact you can’t speak with someone that disagree with you ?
Yes the haste doesn’t proc often in pvp.
No I don’t agree with him because he considers that like a passive that should proc 100% of the time like fury enrage while I consider it like a bonus that you may or may not benefits from, depending on what you’re fighting.
I understand the points you are making. But in all the scenarios like outlaw evasion, you get a benefit/upside when your opponent plays badly and if not you got what you came for. Damage reduction in the outlaws case or not being focused at all during that time. Where as DH you get rewarded for your opponent playing badly but absolutely punished if your opponent plays correctly. The other classes don’t have that drawback. Getting focused during evasion/blurr is still a good outcome since you profited from your CD in some way. 12sec kick completely counters a 30 sec ability. And kick is not needed for anything else against a DH. You can’t fake it or anything. Its not healthy. Eyebeam needs to be uninterruptable or reset its cooldown(maybe only partial) when interrupted.
Does that make sense to you?
Or you have some arguments for eyebeam being kickable?

Which means the class loses a big lvl 50-60 bonus whereas other classes don’t and that needs fixing. DH is already severely behind in PvP.

I support anything that might potentially boost havoc in any scenario. I’ve ditched my havoc main for both PVP and PVE because in both it’s completely trash. I’m shocked that everybody is arguing with you like Havoc is doing well. Havocs the worst I’ve ever seen it. It’s a trash class and it makes me sad. Anyway, I think the haste buff should come after the full channel but definitely not be interruptible, it’s just nonsense. I’d want the haste buff to be at the end of EB cast since I want as much up time as possible post EB to pump out my other spells using the full duration. Another way around it would be for the haste proc to start whenever the eye beam stops, as in WHENEVER; kick, manual stop, stun etc.

The real question is why does a MELEE class have to rely on a cast for it’s main dps abilities including The Hunt and Fel Barrage… I would love to see mortal strike given a cast time.

In wotlk Slam had a 2sec cast time and fury talent tree had a talent that could make it instant, but back then it did Dmg

Just because you’re not overtuned and OP as f like the past two expansions doesn’t mean Havoc is bad.
Havoc hasn’t been overtuned or OP in BFA at all, but feel free to show me some raid logs or PVP statistics that prove it was. ( and no, your opinion isn’t fact )
And we’re definitely undertuned, hence the low representation in both PVP and PVE.

You’ve been beyond broken in PvP for 2 expansions, no you are not getting eye beam haste for free.
No Mythic guild is using Havocs. That’s not B tier, it’s unviable. We’re behind every class on DPS except Warrior.
Facts say otherwise. Nyalotha/EP/BFD/Uldir logs prove you wrong. Still waiting for proof we were beyond broken.
I don’t know about us getting haste but you’re definitely getting reported for trolling.

You’re showing me specs, completely ignoring that the specs behind Havoc can just switch to a better spec. Havoc cannot. DH is behind every class bar Warrior in DPS.
