Both me and my partner bought faction changes, and have struggled for a good while now. We finally figured out what the error is after long tickets with support.
When you own a house and a neighbourhood and wish to faction change you obviously have to transfer it to another character. Here’s where it gets problematic, WoW doesn’t seem to clear the flag that a swap has happened and even though you’re NOT the owner of either neighbourhood or house it will decline your change due to “owning a house or a neighbourhood”.
What seems to work is to relinquish the neighbourhood to someone else, then you MUST swap the house to another character, log that character and decorate to clear the flags. Sometimes this took several tries, and in different orders.
Hope this can help someone before it gets fixed, but it is definitely a bug that needs to be checked out as its quite infuriating. I also saw a similar issue flagged on the US forums.
Nevermind, looks like you were in a public neighborhood.
It looks like you were a house owner however, which shouldn’t allow you to faction change. The house ownership needs to be changed to another character beforehand.
I see that you have a ticket opened currently, so a game master will probably need to cancel the faction change. After thatm you’ll need to change the house ownership, and redo the faction change.
How do I change house ownership? I recently moved plots but to my knowledge, I haven’t switched which character owns my house - I wouldn’t even know how.
EDIT - just relinquished my slot for now. Not ideal, was this not looked into during the testing process. It’s a lot of messing about quite frankly, to cancel the faction change, wait DAYS for that money to be returned to me, and then re-purchase the faction change.
I’m having this exact issue and quite frankly, it’s super annoying.
I am being told that I have to change ownership, have a GM cancel the faction change and then re-purchase. The annoying thing about that is how long it takes for the funds to be returned to me, before I can re-purchase.
That shouldn’t be how it works. As far as I know, you shouldn’t be able to start the faction change if you own a house on a character (the button should be greyed out).

I meant that the button to finish the faction change (when you redo the character) shouldn’t let you do it. It shouldn’t process the faction change at all.
Maybe I misunderstood then, did you apply the faction change token to your character, or is it the token itself that is being greyed out? Are you able to log into your character at all?
If it’s the token that’s greyed out, and you can use your character, then that would be normal. The purchase for the character service can take up to 24 hours.

To confirm, I purchased the faction change fine. I can log into any and all of my toons. The money has come from my bank, and in the top right hand corner of my screen, the faction change icon is there, but it’s showing as pending and to come back later. I haven’t been able to apply it to any of my characters (my belf paladin being the intended).
I purchased it at 20:05 roughly last night and still isn’t available, despite a previous character boost I purchased being instant upon purchase. What I’m asking is, is it normal for it to be processing for so long. Despite the 24 hour usual message, never in my history of playing WoW has it actually ever taken that long, usually an hour or two maximum (I’ve played since 2010).
Oh ok, then I did misunderstood your issue, sorry! You will still need to change the house ownership in preparation for the faction change though, so that’s still something that you can do now for Lyreane.
As for the purchase of the faction change token, it looks like it’s indeed taking some time. It shouldn’t take more than 24 hours, and as you mentioned, this is rather rare that it takes that long.
Right now, there’s nothing that you (or a game master) need to do, except wait a little bit more. The payment should hopefully be processed soon.
