Faction imbalance = No world pvp?

I looked at a census site and see that most realms are usually just filled with one faction and the other faction have a tiny fraction of the playerbase. How does that work when out in the world looking for wpvp?

I’ve been very inactive for a long time and now that the servers are only Normal or RP servers i’m wondering how it all works. For example if playing on Argent Dawn as alliance do you meet Horde players from other servers than Argent Dawn as well somehow or are the Alliance just super outnumbering the tiny amount of Horde?

We now have Shards. In these shards you can practically meet anyone from any server in the open world.

One big exception is RP servers, they have their own shards and thus by default only see players from other RP realms.

However, they can hop over to other shards by grouping up with otherd.

So in very short: Realm/server stats do not mean anything anymore.
