I got the Fate Weaver off-hand (603 ilvl), but unfortunately it is bugged and has no stacks to use it for crafting the corresponding weapon. I went to the tower in Azj-Kahet to try it nonetheless, but without success. Anybody else got the same issue?

It looks like this can happen if your inventory is full when you first try to use it, consuming the charge without delivering the intended item.
