Fatebound outlaw

For many players killing spree is unplayable. And the simpler fatebound choice is very much behind in m+. So many players who cant play killing spree will just quit outlaw. Wouldnt it be better to make fatebound viable option too in order to increase number of players on already underplayed spec? How else do you think to attract more players? Many other specs in game have balanced hero talents and make you choose the playstyle you prefer. Why cant outlaw have the same? Why is fatebound forgotten?
