Damage delay from Fel Armor is preventing from using quest items that need to be channeled on NPCs. I know it is similar to when you have damaging debuff, dot, posion, bleed but Fel Armor debuff stays for like 10s+ beside fact that it says that should run off in 4s.
Could someone clarify if that is intentional?
So basically if I have a quest where I need to use a skill on npc that is close to enemy I need to wait 10-15s after fight to be able to use the item.

It also kills you when you lose a duel

I also noticed that this debuff persisted for about 10 mins after leaving arena, reloging solved the problem. Character absorbing 1 dmg/0,5s
