Felrush should be a passive

With the addition of all the extra buttons since it was introduced in Legion, DH is now excessively complex.

To tone down the complexity, particularly of momentum builds, make Fel Rush a passive.

To compensate for the added mobility of constantly Fel Rushing, DH turning speed should be limited to 30 degrees a second.
