Anti-synergy- The 4p works against the 2p. We won’t tot stack the 2p as much as possible but 4p forces us to use apex proc to try and break the streak this is not good design.

4p Effect lacklustre- Although we don’t have the numbers on how much the extra physical damage will hit for. The 4% periodic damage for 6 seconds is an extremely weak effect both. First of all the wording doesn’t make it clear whether this only applies to the primary target in which it would be insanely bad or if it applies to all periodic effects on any target which would at least provide some aoe value. 4% is extremely weak for context sabertooth in dragonflight gave us 25% extra rip damage when using an apex proc or just biting which is much better effect than this.

Problem with apex- Making an entire tier set around apex isn’t a great idea since apex directly means not taking certain talents. Saberjaws doesn’t pair well with apex since saberjaws effect doesn’t work on apex bites, This also means playing druid of the claw which takes saberjaws in single target is now worse since using and apex proc on ravage will do less damage than without an apex proc.
Hopefully something will be done because this tier set is extremely underwhelming. Blizzard seem to have a theme with .1 patches and giving us extremely bad tier sets.
