Borean Man O’ War fish schools don’t produce the actual fish. You can get anything else from them ( Pygmy Suckerfish, water, etc) but not what’s advertised.
Is it related to a fishing contest, am I on a quest that prevents it, is it a a bug? Other schools work fine.
