Fishing derby

I tried to do the fishing derby but i could not find a single Royal ripple for 40 min so i failed the quest.
I dropped it a picked it up again but now it seems im not able to catch a single fish i need for an entyre hour.
I fished in the pools needed except royal ripple because as before there was non to be found.
How does blizz expect me and others to compleet a quest like this i fished for 2h now and still i ll need to drop it again and go pick it up again.
It seems like once you failed the quest you wont be able to catch any of the fish you need i picked it up for the third time now and im fishing the pools needed but i cant get a single throphy fish.
Is this intended or is this a bug ?

Edit: I gave up after fishing for 2,5h straight.
In the first hour i got 2 of the fish needed and could not find 1 royal ripple.
In the second hour after i picked up the quest again i catched no fish needed.
In the next 30 min after picking up the quest yet again i again wass unable to catch any fish needed.
Its clear by now if you fail it the first time you will not be able to compleet it if you need to pick the quest up again.

You need buff from Regal Dottyback to find Queen’s Lurefish. Both catch in royal ripple pools. But you need 1h one-time derby buff to find trophy fish.

I got the buff everytime.
I only was able to catch trophy fish the first time i got the quest.
The problem is finding a royal ripple in 2,5h off fishing i found exactly 1.
