Well since this hotfix it has done the complete opposite crusader strike 4.5s cd with avenging crusader its 5.9 and judgement 8.3sec to 11 seconds. borked
The Skill does increase the Crusader Strike Damage by 30%, not decrease the CD by 30% in general.

As for the reduction of CD, that should only work while the ability is active.
Edit: Did test it myself, the CD does increase instead of decreasing. The CD went from 5.2s for Crusader Strike to 6.7s for me. Judgement from 9.5s to 12s.

Went from 5 sec to 3.5 sec cd on my paladin when I use AC when I just tested it. Judgement goes to 6.4 from 9.2.
