Fix expertise before next MSV weekend

With how Hunters seem to dominate atm, I think it’s important to fix expertise (currently not giving spellhit) ASAP, in order to get a better look at class balance. DKs, Enh shams etc, suffer a lot from it not working.

Expertise didn’t increase spell hit in MoP.

Hunters and melee classes don’t need spell hit cap anymore, because even if your hunter or DK or whatever class had spell hit cap, without expertise cap, target can dodge, parry or block the attack.

Your chance to be able to hit your target (as in hit your target without missing or target dodging, parrying or blocking attacks) is 15%

Spell hit cap is 15% (5 100 hit raiting without any class and race abilities), because spells can’t be blocked, parried or dodged.

Hunters and all melee classes that don’t literally use spells (I.E. abilities, which damage is based on how much spell power you have and not on agility or attack power) need 2,550 hit raiting (7.50%) and 2550 expertise (7.50%) which totals to 15%.

For melee and hunters you need to do simple multiplication. Here, I’ll help: both hit and expertise cap are the same, so 7.50 * 2 = 15.
If that is too hard, then you can also count 7.50 + 7.50 = 15
But wait, you can make it even simpler: 0.50 + 0.50 (7.50 + 7.50) = 15. Not that hard if you just bother to focus.

In short, if you have reached hit and expertise cap, then you have reached your 15% cap and don’t need neither stat anymore.

If you are playing caster class (I.E. you need spell power), you need to get total of 5100 hit raiting to reach spell hit cap of 15%, since you don’t benefit from expertise because SPELLS CAN’T BE DODGED, PARRIED OR BLOCKED
