Blizzard will probably never make mythic raid flexible and we are stuck at 20 people.
The 20 people requirement is annoying because the only way for a guild to ensure mythic raiding is recruiting more than 20 raiders and bench some people, and no raid leader likes to bench friends (and no one likes to be benched).
So, my suggestion would be to keep the 20 players requirement, but allow 20+ people to be part of the raid by having a soft bench mechanic.
The general idea would be that after 20 heroes have entered the mythic raid instance, the folowing players coming in are tranformed into wisp spirits.
Wisps can only move and loot (they participate in bosses loot drop), they are neither affected by ennemies spells nor allies spells.
Wisps have one spell that can target a hero-friend and switch wisp state with him (so the raid group can choose who are wisps and who are not).
To prevent boosting: once a boss is killed all the wisp-players switch state with a random hero-player and gain a buff preventing them to be transformed back into wisp. The buff persist until they participate in killing another boss as a hero-player or when the instance reset.
That way, players MUST participate as hero for at least half the bosses.
Such modifications keep the 20 hero-players requirement for mythic raiding and would allow guilds to recruit enough players to participate in mythic raiding without having to hard bench people.
Wisps are soft bench : they can learn the fight by moving to mechanics, they can loot and progress in stuff with the rest of the guild, they are ensured to participate in at least half the bosses, they can have fun with their friends in vocal (which is difficult when you are not present to see what is happening).
Bonus: raid leaders can take wisp state to see what is happening on some boss.
Ofc this is just a raw suggestion. Feel free to say what would not work or share improvement ideas.

Literally makes so sense. Unless you can somehow reset that mechanic (aside from the weekly reset) GL progressing a boss. You just killed progression raiding, which is mythic raiding.
This is a good idea. Some raidleaders prefer to be the 21st man and coordinate things via discord streams. This would make things way easier for them.
Unless you can freely change the whisp form, this will kill mythic raiding over night.
Yes ofc, that is what i was meaning by “participate in bosses loot drop” and is indeed an important factor.
I don’t understand your point of view. The “cant-be-wisp” buff only restreint the players that were wisps on last kill from being a wisp (again) until they participate in the killing of another boss as hero-player (or instance reset).
The group can still progress: After the kill all wisp-players are automatically switched state with a random hero-player. The new wisp-player can now use the wisp ability to switch state with another hero-player, except one that was wisp on the last kill.
So, the group can decide who are “benched” for the next fight, but people that were benched on last kill MUST participate as hero now (and untill they kill a boss).
This buff exists solely to prevent a group from boosting people by having them be wisps on all fights. If you have a better idea please share it.
The idea seems interesting, but the implementation seems iffy. In particular the part about preventing boosting is entirely anithetical to the concept of allowing players to form the composition of their groups in organized content according to their liking. Walkingdrip also gives nice feedback on that.

I’ve been staring at my screen trying to come up with improvements but I can’t, because the entire system has the major flaw of forcing people to just stand still and watch, and also rewarding people who just stood still and watched… That’s not what I consider proper gameplay. The only way I can see the Wisp system working is for explicitly observational purposes, like the raid leader you mention, without any additional rewards.
The best option I can support is Flex Heroic+ Raiding: The same raid with mechanics as in Heroic mode, but with enemies having extra hp and damage. But the rewards would still have to be strictly below the ones of Mythic Raiding in terms of quality (but they can go up in quantity).
