I skipped the Legion expansion and came back for BFA so didn’t get the flight master whistle, I am now lvl 120 and doing world quests on all the BFA areas but don’t have the whistle , do I have to do the Legion questlines in order to get it. I have looked at lots of forums but cant see any information how to get it. Thanks for the help
You might need to accept the quest from Khadgar that gives the Legion Whistle to have your current whistle tied to Legion as well, but you can then throw away immediately the whistle Khadgar gave you.
I dont have any whistle at alll thats the problem, how do i get one. Khadgar hasnt a quest for me
It’s possible that Khadgar is in more than one place. You need to speak to Khadgar in (Legion) Dalaran, he is in the Kirin Tor building at the top of the big steps (near the portal room).
He should have the quest Uniting the Isles as Shikala said above. After completing that quest (on alts it is just accept quest, complete quest) you unlock World Quests and if you don’t have a whistle you should be able to ask him for a replacement. I’ve done it on several alts recently.
If that quest is not available you need to go to Wowhead where it will tell you what you need to do beforehand but it’s quite reasonable IIRC, get friendly to all Legion factions, OR, complete some of the storyline that you do as in BfA zones, OR some other stuff, nothing difficult.

This link might be able to help you out in getting the whistle. It is basically obtained by the quests that “unlock” the World Quests in the Broken Isles and Zandalar/Kul Tiras.
