I see in a couple of PVP videos that flurry procs on its own. Mine only procs with icy veins. Am I doing something wrong?

but are you 100% sure you have brain freeze talented ? >.<
It’s important to make a distinction between Brain Freeze and Flurry cooldown and charges. The Blizzard standard spell alert UI will only show you Brain Freeze procs, which you get if you cast Frostbolt. If you PvP, you’re not really casting Frostbolt much, so the Brain Freeze talent is pretty much wasted and has potentially better options.
Flurry with Brain Freeze is marginally better since the Flurry does increased damage, but it’s really a pretty marginal increase.
My WeakAura HUD shows both Brain Freeze procs (mostly for PvE) and Flurry availability and Winter’s Chill stacks and duration on my current target. This is very important for both PvE and PvP and it’s where the Blizzard standard UI fails rather miserably.
You start out with two charges of Flurry and the spell not on cooldown. You should use at least one, then activate Icy Veins to top up again, then use at least one to make it recharge (time is money). Use Shifting Power to accelerate the recharge.
Icy Veins gives you both FoF and BF. I think if you want to maximize the damage, you’ll lance and then Flurry since Flurry+Lance will only increase the lance damage by 20% compared to getting one FoF lance + two WC lances (although it does take one more global).
I also have an aura that shows when Glacial Spike is available and if it’s available with Ice Nova. That’s the highest GS damage you can get, except if the target has become root-immune, in which case you should GS+Flurry instead to benefit from WC. If neither is available, I toss out an ice lance on the GS. The GS has a much lower crit chance ,but at least the lance will shatter unless the target is root-immune.
I tried Frostbite for about a day (Xaryu’s guide recommended it), but found it quickly made my opponents root-immune and thus weakened both my burst and defenses. Much happier with Snowstorm instead, but Brain Freeze is also a valid alternative if your play style includes Frostbolts.
