Did blizz secretly nerf proc rate of fodder in PvP? quite often going full rounds of 2s without a single proc over 2mins

There is Elysian Decree that will get you 3 to 9 soul fragments, depends on how many targets you hit on arena. Plus with right talents you can get it down to 36 sec CD in PvP
they did in prepatch or 2 days after DF came out. There were a bug, as they said, that the proc rate of fodder was being scaled with Haste.
are you memeing or does decree actually shatter more fragments in pvp? tooltip says 3.
So it was changed. It used to be up to 3 fragments per target. My bad
