Yep, and i have seen posters circumvent that by posting on another account. Never seen that poster again btw, so guess they got permabanned. At least i hope so.

Nobody’s getting banned, the mods are gone.
Until blizzard finds new forum mods that are willing to work for them (gl with that) , it’s troll season on the WoW forums.

Haha there’s this one dude on arena forums constantly doing this. He downvotes posts he disagrees with to the oblivion and gives himself upvotes on 20 alts and then laughs at you like he won the argument 
it’s quite hilarious to be honest.
I spotted one horde doing this in all the Q time drama threads these passed weeks.
I’m sure he genuinely thinks he was a major contributor in swaying Blizzard ! 
I have even linked a screenshot on the forums to prove people like you wrong .

think about the trade ad reporting abuse from the dawn of boosting’s era
or the scarab lord in classic
or the pictures in trade which most enjoyed except a few - yet did anyone report the pervert icons? no. xd (yes they exist)
or the ppl scared of md-ing nerzhul though it works flawlessly if casted properly, and if the pug leader suggests so ppl regroup en-masse
or the rdf kicking which everyone clicks “yes” unless its the tank and few bother with flame - again unless we go to extremes
or how easy it is to burry a topic where downvoting is allowed (in particular - reporting, in this forum) - this actually killed the League of Legends forum, because there was a downvoting discord watching them burn
then, you have moderators who do not bother to check the context of a post (count it as go through the whole thing) - and new moderators being picked by the same flawed team and rulebook, as it certainly is off allowing plently of belittleing and opinion disrespect to go unpunished… unless someone posts a deth threat or - honestly deserved - losing a job: if i am a teacher and follow the example of the experimental school in Narnia’s england, i’d deserve to burn
in fact, this is pretty much the reason i left these forums a while ago, posters and mods here allow a certain hateful opinion to be repeated on pretty much every topic (sorry, but by greens as well).. which would have been eradicated if people were nice :) Or the jerks were kept in check… it’s not worth it. xd
There is also a cooling off period, if you don’t reoffend within that time, it’s better.

There has been 2 very publicly banned on the forums and recently .
We still have mods, its just the versailles office that is closed (we miss you Ferumlac and others!). Its not like its gonna be free season for trolls (but maybe time to review flags will be longer then before).
The French moderators may be gone but there are moderators.
How is that possiable asking for something which is needed there are so many servers in bad way 
I think it’s important that a handful of people can’t simply delete threads with their reports.
That feature is actually welcome imo

So we leave 5, no excuse me 10 players decide what should or what shouldn’t be written ? Seems like censorship with extra steps.
In a system that can easily be abused we definitely shouldn’t give that much power to the abusers. Reddit does the same, if you have more downvotes than upvotes then your post is hidden but can be shown if toggled.
Threads on the forums are very rarely deleted, the usual reaction from the mods is a quick lock & the thread will quickly disappear from the forum as no one can reply anymore.
Afaik mods should receive a notification when someone is reported beyond the automated treatment. So there should be punishments beyond that (that’s how I lost my TL 3 for instance, with a simple “st_pid” in a thread in regards to someone who imo deserved the ban more but hey, I guess a mild swear word is worse than personal attacks)
They exist, but it’s hard to quantify as they are usually invisible on the forums & most likely not even allowed to interact with us on any serious topic.
I believe the report function can easily be abused but that we shouldn’t make it even more powerful with permanent effects like you’re suggesting.
