FPS problems.Big ones

i made a topic with the same problem and it went largely ignored, for several months now, so I made a new one and no one gives it attention

Directx 12 - game capped to 60 fps

using latest AMD driver (2019 edition btw) Vsync is disabled and the FPScap in-game is set to 120+, both for foreground and background, Chill feature in AMD is disabled (artifical FPS lock) as well anything else that might limit the FPS FPS will not exceed 60, it is capped at that number +1/-1, it doesn’t drop significantly when dx12 is enabled and it can go up to 200 in dx11 What is strange that FPS lock of 60 is limited to Fullscreen (Windowed), while if I just select Windowed, the FPS lock…
