Fractured spark of omens guessing game

Can somebody explain to me how you can tell where to get your weekly fractured spark of omens?
It seems like it’s somewhere different eash week and there’s no clear way of telling where. I’ve completed all weekly quests and done several delves (also bountiful) and still have nothing.

Mainly from the weekly Pinnacle Cache but there are other sources too, check wowhead.

You can use the below in game to see how many you’ve received against the total you could have up until now.
