Fractured spark of omens

Hello,
i have a small problem but i can’t find a fix to it, last week i did all the weekly quests didn’t receive fractured spark of omens, thought it would drop from the raid, did 4/8 mythic bosses still didn’t drop, went into hc and cleared 7/8 HC didn’t drop.
today after reset i went into m+ and it didn’t drop aswell. could anyone help ?

Spark Fragments always drop of a specific quest. Unless you play a new toon than it has catch up and gives Fragments off just about any weekly quest in the war within zone

Same issue here. I’ve done literally every single weekly cache, Delves, the x3 WQ weekly quest, all LFR bosses, Tanaris weekly quests. Everything. Not a single Fractured Spark of Omens.
