With the new and welcome in game gender change. Is the next step free race change? or is this still to lucrative for blizzard to have as a paid service, with racial balance which leads to FOTM races?
If we will go by US game devs logic - next step is more than 2 genders on choice.

I donāt even know what thatād look like.
Itās one thing what people feel about their sexuality. Clearly thatās very varied.
But the physical sex? Yeah, no. There are two. Blizz can try to get creative I suppose but itās gonna be weird.

Game slowly turns into game-service, yes. It can be happend, to pump cash from non-game stuff.
I think 10 euro would be good.

If that was supposed to happen ; we need a massive buff sequence to all old racials beforehand.So that people wont be āāselecting fotm racialsāā.
I doubt that will happen though. Very hard to balance it out in its current form.
I would prefer cheaper price on race change though.Similar to toys in game.

As for OP, I doubt theyāll ever make them free, with how many people want to switch races like sheep once someone on Youtube or reddit says āyou can get 0.00005% extra damage on X raceā itās a pretty lucrative thing on their shop

Personally, I feel like that is exactly the reason they SHOULD make it free, profitability is compromising good design, which I think is bad for the game in the long run.
Oh yeah Iām not saying they shouldnāt be free, just that theyāre almost definitely not gonna end up free.

Nah I getcha, just how you phrased it, maybe inadvertently, kinda touched on what I feel is the crux of the issue when it comes to the cash shop, and microtransactions in general.
Be happy with being able to change gender. Donāt push for more, being able to freely change race would be catastrophic.
Again, be happy with the gender change, they might remove it if people start demanding more, and more, because theyāre ungrateful.
Not gonna happen, gender change doesnāt touch performance while race change would be abused for different types of content for their utilities.
The fact that thereās even a chance for race change to be considered āabusiveā speaks more for how stupid it is to put that behind a paywall, rather than it being made free becoming a problem.
Pay 2 win.
Itās expensive enough to not change it to Orc anytime if someone is willing to PvP, Limit guild iirc changed faction completely to abuse first item from new warfront if iām not mistaken and they still lost world first, iām not sure if it was that guild, but it wasnāt pay to win 
Like I said, a game with a subscription should not have pay 2 win mechanics in itās cash shop.
If itās not pay 2 win, then making it free would not have any bearing on how your performance can be boosted by race changing. So make it free.
I think the same what is pay 2 win as you, it literally is feature that is available for players who exclusively pay for it, which is race change for example, but itās not impactful enough to be such big problem in this case, imo.
So make it free if itās not impactful.
