Do you mean from HW? Not likely. There were free transfers off HW for months. When they opened free Transfers to HW from all EU realms, they forgot to close the transfers off HW for a while, but since that is fixed now, they are unlikely to offer free transfers from HW soon. I think.
Obviously I missed it, I haven’t played for a while, I certainly bought the transfer, I’m not waiting for free.
I’m gonna have to eat my words on this one. Blizz just opened free transfers off HW, but just to a German PVE-server.

Still no FCT from HW, but FCT to HW are now open from Firemaw, Golemagg and Gehennas. I would like FCTs from the English PVE servers better, but well…
Edit: Apparently not open, just announced.^^
Have you checked the ingame shop, on your character selection screen? There’s an option for free transfers there. They were at least available to me.
