There is a bug with the last boss in freehold on normal (might also be on other levels, but i need an item from normal specifically). I need Gold-Tasseled Epaulets but the boss is bugged and can only drop a combination of Harlan’s loaded dice and Bloody tideturner. (Im trying to get a speed gear set)
Random is random.
Took me lots of attempts to get the same item during the recentish bonus drop event for legacy content so I am sure it could take much longer with the normal drops. Keep trying.

I’m not sure if you read the post completely. He has a loot table of 10 items, and these two are the only ones dropping(he always drops 2 items), there are more posts online with the same issue. I did 10-15 runs, so should be plenty to confirm.
I did read your post, based I don’t think it’s a bug but who knows, weirder things has happened. If you think it’s a bug you should report it.

I tried, but there is no way to report bugs apart from this customer support forum board. I went to the support page, but for the category “in-game” you can only do loot restoration, character restoration etc, and if not it directs to the forums

Yes, I’ve done that. Pressing the submit a bug button just opens a browser window with the bug post forums, specifically the US one, where I don’t have any characters over lvl 10, so i can’t post.
It’s literally 1 mouse click after opening up the Support page. Top middle button of the row of 6 buttons.
