I see two types of builds for ST frost - one includes freezing winds and one drops it for two deep shatter points… which is better lol
In PvE at least, I’d probably got for Freezing Winds, I feel so inundated with procs that I rarely ever throw a Frostbolt into a Winter’s Chilled target.
There’s only one ST encounter in the whole raid mind

If you get put on boss duty, Brood aswell
If there is ANY movement at all, Freezing winds wins.
If you can be a turret without moving, Deep shatter wins.
99% off the fights are a Freezing winds.
The only one I can think off is Broodkeeper IF you run Icy Floes to compensate you dodging the swirleys…
I’m under the impression that as long as you have Hailstones, you should ice lance on the 2nd and 3rd Winter’s Chill application from Flurry (even with Deep Shatter). The first one is always a combo with the Frostbolt that was cast just before Flurry. For each flurry cast, one frostbolt should benefit from the talent. I would recommend running simulations on the talents to see which configuration is better.
