Hey there.
When iām pvping with my Guardian Druid my frenzied regeneration ability is only healing 16% instead of 32%. Is this a bug or has it been changed for bgs ? I made a ticket and was told to submit a bug report and post here. Hope someone can explain this.

Bugs are reprted in-game (and not via a GM ticket), or on the US forums, where there is a specific bug report forum.
Not on the EU forums.

Yeah you need a level 10 toon on the US realms to post there. They never mention that, do they.

This is actually working correctly and some abilities will have reduced effectiveness in PvP combat.
This has been true for Frenzied Regeneration for some time already, though it was recently adjusted and 50% is correct, at least since a couple of months:
