Can we transfer a character from a Fresh HC realm to a Fresh PvP realm?

You will be able to transfer but it doesn’t specify what servers specifically. It just say to a normal server
No transfer to PvP server from HC, and no transfer from PvP to PvE or from PvE to PvP:
While the ability to transfer characters between realms of different rulesets isn’t available for PvE and PvP realms, Hardcore characters can transfer to non-Hardcore Normal PvE Anniversary realms, so feel free to revive your un-alived characters on Normal PvE Anniversary realms after your transfer.

But why though? I would love starting a fresh HC if I could transfer it to a new fresh anniversary PVP realm. Only to PvE doesn’t sound as appealing tbh… Really disappointed.

One word: PvP Server balance. You could make a workaround by rolling HC, then transferring to the PvP server.
