About to hit level 60 in a couple of quests. I was wondering how should I proceed to gear up. Can I enter Korthia with leveling gear? Should I do heroic dungeons first? Or do the Covenant campaign? Any tips would be appreciated. Thanks

Covenant campaign if you don’t have gold, if you have then AH blue gear

It depends if you’ve done Covenants and korthia already.
If you can access Korthia immediately then I suggest doing so. If you have spare stygia available on other toons you can buy Korthian Armaments for 750, It’s a free 200 ilvl gear piece albeit a random one(weapons are included).

does the campaign rewards with armor?
sadly not. I know about the BoA armor, but I dont have a main for that.
It does, but something like 160 - 190.
Also, make sure to kill world boss and doomwalker event boss. Those two can drop armor so you don’t need to spend gold on those slots.

And if you spend some anima to level them up, that’s an entire set of 197 gear.
That is slightly unfortunate BUT gladly not the end of the world. You can also buy 200ilvl and 1 230 ilvl from the AH for a relatively cheap sum of gold too. Running normal dungeons can get you, with some time: enough gear to run heroic.

Forgot to mention, you can kill doomwalker every day once. It can drop: chest, legs, cape, neck. So yeah,it would be wise to not buy those armor slots.

You will ding with ilevel ~130.
Get settled into your Covenant. Do the intro quests. Pick up your Callings. Grab as much Renown as you easily can from quests. Renown opens availability of Covenant gear, which is cheap and some free with the Covenant Campaign, but pretty weak and will be replaced quickly.
Start the Maw and Torghast to get access.
Look at the AH. You might well find ilevel 150-163 pieces for very cheap - 100 gold or even less up to a couple of hundred - or may find them totally overpriced. A weapon in that range would be great, if you can get it. There’s a 187 wep as a reward from the Ardenweald scenario before being sent to Korthia, but as a WW, you need two, so that kinda sucks.
Ilevel 200 pieces are what you would like, and those are craftable and available, but likely a bit expensive. For Monks, Leather, that would be the Shadebound set, but uinfortunately not especially cheap (4K-5K per piece) on your realm for the ilevel 200 versions.

You won’t be able to craft ilevel 200 pieces yourself even if you have Skinning and Leatherworking, because iilevel 200 needs Crafter’s Mark III, which you can’t learn until you’ve been in Korthia long enough to get Honored with Death’s Advance there.
So: World Quests. Covenant Campaign. Dungeons. World Bosses to supplement what you can buy off the shelf.

really appreciate! Already got 60 and doing my covenant campaign! ilvl 200 gear is 4-5k on my server, will pass that for now until I stuck somewhere and cant kill mobs or something. Killed Doomwalker and the world boss but no luck 
(would be too good to get a loot on first try hehe).

As someone that’s getting gear from the AH in preparation for SL, (when it becomes free content) I was already asking myself if buying all that blue gear ILV 151 at the start of the expansion was a good idea (bargains), since the AH has green gear ILV163 available for cheap prices now.
Recently, I managed to purchase a Crit/Mast plate gloves ILV 230 for 400g but I think the original owner probably wanted a few more zeros in … so that’s not something I can count on, the future.

Although i have alts, i tend to make them on brand new servers or the opposite faction, so it’s like starting from zero 
. Dont worry, you will be geared in no time. You can spam normal/heroic dungeons, w quests, it’s nice to have korthia unlocked and with the quest chain done to upgrade your items. For me this is the most tedious part of gearing, but nothing horrible.
Also, you can do the old raid on lfr (the wait in que is long, you have to know this) or higher -with friends. Also, the new raid gives decent items in lfr.
Imo, gear is not something to be concerned of. Good luck and welcome

as soon as you hit 60 you can buy or craft relatively cheap lvl 151 gear, and if you have some stygia get the catchup 200 gear from korthia, but you’ll have to unlock it first with some quests if it’s your first character.
covenant campaign rewards some gear, but I’m not sure about the ILVL.
kill the tanaris world boss doomwalker everyday ( chance at 220 gear) and the maw world boss mor’geth weekly.
then i’d proceed with HC/mythic dungeons and LFR, I have no idea how PVP gearing works, you might look into that if you like it.
Apart from killing world bosses, idk if the fastest way of gearing right now isnt just leeching off of people killing elites in Korthia, and looting chests.
Theres a relatively high chance of dropping tokens, somewhat acceptable chance of dropping items, a low chance of daily quest rewarding an item as well as you’re already starting to work towards having enough research to upgrade whatever you get.
The fastest way is prolly do a quick run of M0s and then hop into M+.
From there m6 are another sweet spot of dungeons being super easy yet dropping 223. Next one is M10, lower scaling + the affix helping out the group.
If OP need help I have my DH to gear up anyway!
You dont really get to m0 or low keys on a freshly dinged char unless you have people that specifically intend to carry you, which I believe is not the point of this thread
