when he says “installed by Stormwind”, he simply means that they are willing to work alongside the Alliance now, not that Stormwind put them in the position of a Council…the Horde leaders chose that themselves because most of them simply didn’t want a Warchief anymore.

I mean what I was saying. As the story unfolds it was quite clear that the council is working in favor of the Horde. Just remember when they released Shaw from prison and got Sira delivered to Tyrande. They missed a great chance to blackmail the alliance but instead they do everything Anduin wants them to do. The Horde council does not act in the best interests of the faction. Shadow’s rising and Shadowlands are proof of that.
