You should grow from mastery of glacial spike and other spelll dmg like x2 of percentage of mastery not half of that now 15% and 30% frost mage mastery or versatility is not much different but imagine the same situation for a fire mage trolling with frost mage player i guess (like bfa) now frost mage is growing like BM hunter or warior not like a spell caster class. and another interesting thing is that with 38% haste rating speed the hero cast time is 1.4 with 56% 1.3 also with the same stats glacial spike cast 2 and 1.9
