What is better if i prefer questing and getting to dungeons only for quests: single target talent build or aoe is also great for questing?

The purpose of AoE frost is to pull large quantities of mobs in the open world or instance and killing them in slow effect of Blizzard or CoC. For anything that is not dedicated farming of groups of mobs you go single target.
I mean you can quest and do dungeons in AoE spec, but why go AoE spec at all if you dont intend to pull 25 worgen at a time and blizzard them down? There is AoE cap now too on everything but Flamstrike, so true AoE farm is basically for Paladins. Basically if you plan to use frostbolt at all, go for frostbite shatter.

If you intent to pull 3 or more mobs together, the AOE spec makes it easier, but single-target spec works if area is very contested and everyone is pulling mobs all around. You dont want to get tagged mobs into your AOE.
You can guess how it will be at the start of WOTLK.
