What is the name of the proc that makes next Frostbolt insta cast and if it’s a talent, where is it please?

This must be it I guess. Thanks. This said, whilst it’s useful to know, it’s actually not what I was originally asking about. I saw someone playing and they had a frost icon appear at the bottom above their char (Flurry procs being at the top), like Brain freeze used to do when it was the name of the insta cast proc. I want to know what that proc was.
