At this point i’m almost sure that 4 piece set bonus is bugged and doesn’t give %20 chance. Wasted multiple hours trying to figure out actual proc rate and it seems to be around %8-9. Usually procs every 11th or 12th cast. Also 3 sec does not stack so getting lucky and having 2 procs in a row (which is extremely rare btw) doesn’t mean anything.

Tbh my english is also not really good but didn’t understand half of what you said. Answering according to what i understand.
Tier proc refreshes the duration of the reck you have active at that time , for example if you have original reck it will refreshes the duration according to that and won’t add anything above the duration. If you get a proc from signet which is 8 sec it won’t go above 8 sec and same thing works for tier bonus. Tier proc is 3 sec , getting another proc instantly won’t give you 6 sec it will just refresh the 3 sec buff.
I am %99 sure at this point that 11/1 -12/1 is not only happening to me , tried with lots of warrior friends and getting consistent numbers.
At this point fury is so bad that all other dps classes are getting invited no matter score or gear or stats.
Fury ate nerfs that were no needed.
Seeing fury at the bottom of dps in raiding and m+ even with CDs poped is 
Interesting how the HIGHEST keys done has fury warrior then.
Gruty a fury warrior number 1 warrior on io has cleared 28 plaguefall (the highest io tank has cleared 3 28 keys) is just number 8 overall dps on io score in the entire world.
And somehow you believe fury is terrible.
m+ fury is really good , i am specifically talking about raiding.
Nope completely disagree. Fury m+ is consistent and has good overall damage.

But in the top 50 All Stars of SoFo there’s actually 5 fury warriors. Same with 6 fury warriors in the top 50 of M+ All Stars.
For example in M+ there’s 1 monk and for Sofo there’s 0 in the top 50.
Granted I am no expert in reading logs etc.
Sad to tell you but in sotfo arms is bottom dps and fury is 4th bottom dps overall. Top 4 is outdpsing arms by %50 and fury by 35-40 ish.

It is working fine for me.
Just tested it and had a couple back to back procs which increased the duration to 6 seconds rather than refresh it.
And since it is random sometimes it rarely proccs and sometimes it procs all the time, thats just the nature of RNG.
I do feel like I have a higher chance to get procs during recklessness but that could also just be due to the increased number of attacks.
I use reckless abandon.
