Im 423 ilvl with 56 neck and im using Lucid dreams as Major and Crucible of flame as minor.
Im not sure if my stats are bad but surely it cant be my gear although players with worse gear than me seem to do significantly more dps than me. I just did Abyssal commander Sivara on normal difficulty and did 20.2k dps and everyone above me on meters had worse gear than me. Not alot worse but still worse. Im almost sure I have my rotation fine.
Im not even sure if 20.2k dps is bad for my character but im sure I could do more. Any help with this would be much appreciated.

Let’s start with the basics. Firstly you dont have any weapon enchants. You need Deadly Navigation/Force Multiplier on main hand and Masterful Navigation on offhand. (Sim them if you want to be sure).
Secondly your talents are completely wrong. You need Endless Rage in row 1, Dragon Roar in row 6 and Siegebreaker in row 7. That build is currently the cookie cutter build for raiding and for maximizing st damage.
Thirdly your traits are bad, only good piece is your chest. Pulverizing blows is honestly bad and Infinite Fury x2 stinks, atleast keep 1 of it. If you can replace Pulverizing Blows, Infinite Fury, and Loyal to the end with traits like Cold Steel Hot Blood, Simmering Rage, and another Reckless Fury, that would be tons better.
That’s basically it, this stuff needs fixing in your current setup.
Rotation wise you want to maximize cooldown usage and rage management. Ideally you should very rarely have to fill your rotation with whirlwind to GCD cap yourself.
