It’s an Unique-Equiped item, and Fury warriors can roll need and win even if they already have it from the same difficulty.
It’s a really big issue, as it takes the opportunity from other players to get the weapon as upgrade.
I tend to believe that due to need of equiping 2 of them they probably can roll need even on further ones.
Blizzard will see this and not pass it on, it’s their policy. The only thing you can do is make a suggestion ingame.
I would guess that this happens because the warrior had a Ashkandur and a weapon in his offhand at lower ilvl. Let us say 441, but a 437 offhand. As the game is programmed to check if the warrior got both spots cowered before it denies the need roll. Why would that be? Well, the Fury warrior do in theory need two twohanders at 441, so the game checks his offhand, goes - nope, not upgradable to 441 - the new item is, then let’s the warrior roll.
The game also checks if you have ashkandur, so you can in theory roll for a 441 ashkandur, even if you got two 447 weapons.
Just bugreport it ingame, with time of the event, so dev team can see the problem as it happened. Then they will probably change the logic to prio the double Ashkandur at same ilvl, not ilvl of offhand.
Don’t worry, Tankers, soon you shall have it too. Just make sure not to kill the last boss at all before you get the blade - to minmax the vault chance (as you avoid the lootpool of the final boss)
It was normal run, he had 441 kazzara weapon in mainhand and 437 ashkandur in offhand from normal (so maxed out).
I only need it for transmog, since Arms is my side-spec for now, and mythic Kazzara weapon with 10.1.5 changes will still be better than hc version of Ashkandur sadly.
