Game lagging and unplayable

A mate of mine has been playing WoW for years and out of nowhere his game will let him log in and it works fine for a second then desynchs him to people in the realm and they run on the spot, nothing works but he can still see the chat move.

All add ons have been disabled, game uninstalled and reinstalled. Cache cleared. Latency is 10ms.

Any ideas what it might be and how to fix it?

Been trying to download a freaking 350mb update for the past hour…game is lagging aswell what a day for blizzard.
