I earned a monument for my Garrison, but I cannot change the monument. It remains empty? Is this a bug?
Yep, garrison moments have been bugged for quite long time now. You can report it in-game but I suspect the bug does not have very high priority considering it’s part old content and doesn’t prevent playing the game or otherwise progressing.
