Is there a realm where a retail bozo such as myself can experience Cata classic without getting spammed with GDKP ads?
I want to raid ICC (not necessarily 25M Heroic), get some gear and be prepped for cata release but all the rumors about GDKPs ruling servers and not giving way for anything else does demoralize me a bit from wanting to go ahead with my plan.
So are there any servers that are known for having a “tame” GDKP community that exists in the background rather than being the prominent way of raiding/obtaining loot?

Generally, the smaller the realm, the less risk of GDKP. Judging by word of mouth and nothing else, I heard realms like Nethergarde Keep and Pyrewood Village would suit you. I never played there myself though.

Thekal used to be pretty gdkp free. Then it died.
In a more serious note, smaller realms have less gdkp prevalence, but also much fewer pugs in general
Mirage Raceway
It has only 1 GDKP Raid (Holydef) and he doesn’t actively recruit or spam LFG. We have 7 pugging communities with SR who do 12/12 Hc every week.
On top of that, we have no gold-selling spam because we’re a medium pop server.
And maybe Blizzard is making Cata Classic GDKP-free if their tests with SoD P2 succeeds.

we had Thekal until Blizzard opened transfers and killed it.
Is it easy to find spots for dungs/raids considering the lower population? I’ve been thinking of playing there, as I saw that there are active members from both factions and I kinda hate the one-side realms. 
If you go to one of the established groups, then yes. Otherwise hard no. Have a plan when starting on a medium or low pop server. All the GDKPs you don’t want to see are also the only real random pugs anywhere, what’s left are established groups with rotating rosters (what people call high quality pugs), and guild runs.
Plenty of them, like Thekal, Jin’do, Gigantstalker, but there is one little downside to them all, these realms died out fast because apparently purists from retail didn’t wanted to play with and even without GDKPs and just waited for next retail patch.
All you need to be prepared for Cata release is lvl 80 character.

The jump on Itlv from wotlk to cata is faster compared to the previnous expansion. HC ICC gear gets replaced already at lv81 with Shadowmourne getting replaced by a rare axe reward in Deepholme.
