I would suggest loot council, however you need guild for that.
But yeah, the situation you are describing - while completely understandable - was the initial push towards more difficulties and seasonal design of later wow iterations.
Or have a chat with your pumpers about what is their view. In the worst case you will have people for raiding on the start of new phase and then it will trickle down.

here is 2 ideas i have for a RNG-less loot system(ofc need blizzard to add it within the game so cant be community made):
idea 1:
a full out automated DKP system within the game itself that has ALL players at ones points not just within 1 guild this way a DKP system can be fully Pug group friendly:
becuase it is automated : no guild biases
and becuase it is fully game wide: everyone is part of it
how to get those points: clear the raid and you get them
now you can save up points for bid for gear
those points cannot at all be transfed to any other players at all
when bidding on gear for the points they get removed fully from the system
and to Avoid the classic issue with the normal DKP system within a guild:
somebody hoarding all the points and then use them randomly and do so no one can get the loot at all
there NEEDS to be a hard cap on how many points you can have
and there NEEDS to be a full out reset once a while to 0 points
so hoarding those points is not worth it
this way we have a RNG-less loot system and dont impact the server´s economy and RMT
Idea 2:
take idea from the Emblems of X made in WOTLK but improve this idea alot better
over at WOTLK the emblems is just for welfare worse version of set gear from the raid
why not have the emblems be able to be used for raids items 1:1 from the raid
this way over time if you keep on rolling 1 on all the drops or legit nothing drops
it only require X amount of runs at max for full BIS no matter what but ofc getting the loot from the raid shorten the time
ofc a thing like the epic staff from BFD(as a example) can be like 3-4 runs for each raid at max level
not need to be cheap
that’s what i did, minus any corrupt guild. Currently in 257 gs. All for 30 mins every 3 days, it just killed me, such a terrible chore.
the problem is you only get rewarded based on your luck, not skill or effort/performance
Kinda weird to see so many people asking how to motivate you to raid with others, in a regular group mind you, after getting the loots you personally want.
It sounds so bizzare. In every guild I’ve ever been it has always been a no brainer. You get lucky and get all your bis earlier than others, you’ll keep raiding to help others / actually get to use your sick gear in action.
I don’t want to sound rude, but it sounds almost anti-social behavior.
If anything these commentaries are imo reinforcing Blizzard’s actual stated reasoning for this gdkp-ban experiment: that it is eroding the traditional social guild structures of the game.
Social structures are important, because otherwise we will end like FFXIV and Retail, where you will soon raid alone with NPC bots.

You really think GDKP is killing the “traditional” social guild structure? It was more or less a communities of convenience. Not GDKP is killing it, but the difficulty of raids and the the decline in the need to form a community of convenience.Not to mention time aspects and flexibility.

If you are raid leader, you have to get some motivation for pumpers who doesn’t need anything from the run. This was the case in 2008, 2018 and it is the same old tale as in 2023.
Otherwise they might start to visit your raid irregularly (=you can’t count on them), and with ascending difficulty, this was one of the motors of population changes in the game over decades.
Belive or not, there are still ppl who start WoW for the first time, happens in my current SoD Guild
I know a lot ppl from Firemaw Cluster on Era and everyone tells the same, whitout Gdkp nothing rly happens if your not in an Raid Guild
On Pyrewood Cluster Era Gdkp doesn’t exist
and I meet a lot ppl who switch from PvP to PvE server for being able to get in any Raid
New ppl or Comeback Players will stop play on an Cluster like Firemaw
Vanilla is grind, in PvE and PvP
but at last we can talk much more, Blizzard sayed game over for Gdkp and I’m sure
For Era this ban Wave will come too on some point

ppl didnt stop raiding when they got geared in vanilla. game culture was very different back then. we used to enjoy ourselves then
until GDKP came along and ruined that guild cohesion. not needing a guild and to fit into a group, because u can buy the spot and loot, is what changed the culture from “us” to “me”
That is maybe true, maybe some less managed / non progressing guilds worked fine.
However, in 2008 people on the focused side were already utilizing DKP, EPGP etc. and I remember being invited to raiding guild after interview, very thorough inspect, we had spreadsheets for our DKP points and boy oh boy you did not want to F up big time on reclears to keep those points. Anyways the guild broke up nevertheless from internal tension, e.g. the top guns were angry to carry socials, where top guns were moving upwards in hierarchy and socials left the game.
guild DKP is insane flawed becuase of guild drama/biases
and can easy be corrupted combined with all it take is for 1 person within the guild to hoard all the points
and then all the loot just automatic go to that person

and needs a reset to the points once a while + a cap to avoid them who is hoarding and make it possible for newer players/players on a break who returned/slow to raid ready players to also get gear
and needs to be fully game wide for everyone who is raiding not just within 1 specific guild
if wow logs can be done in a pug
i am sure such a system also can be made even without needing for it to be within blizzard and WoW (without all people needs a specific addon)
just as long those points cannot be traded to other players or transfered at all
only can gain them in max level raids: so not possible to farm via botting so sellers can do RMT for it
and a fair system that is fully automated so legit 0 biases
and a fair system that maybe even punish people who is hoarding the benefits to be able to get the loot so it is legit fully impossible for other people within that person´s grp to get the loot
Logs have one fundamental problem which makes it unusable for a priori loot system. The higher you go, the more you become dependent on other people in your team.
[I am referring to guild raid runs in this post, not pug players]
I find it extremely odd that guild folk won’t raid with guild folk because they are BiS and don’t need anything so there is no reward.
It seems an obscene self-entitlement/ selfishness that shouldn’t be part of an MMO. The game is about We not I.
[(Excluding the truly exceptional players and possible exploiters.] Raids are made for 10+ people, so in a 10 man raid it is You and Nine other players that defeat the encounter to get the loot. In a guild it is likely to be the same group of characters/players that make that happen (even if there are rotations/benches).
When you receive your loot (especially early on) maybe consider this a Salary/Reward advance, and you have got it on the premise that you will help the nine (+) others that helped you get your item.
It seems to me some of these most excellent players are saying once they have their loot that’s it they are done, and this is very much against the spirit of an MMO, and pretty much what blizzard are referring to when they say things like GDKP kill guilds.
The truth is they were lucky and got theirs earlier, but should still be honour bound to help those who have had bad RNG.
Well somebody could say that times have changed. And that it depends on each player to decide who is coming who is not.
But we can’t deny the fact that some people may go and just take a pause once they are geared as they want.
Or it will create high-performance pug scene effectively draining top contenders from guild system.
Plus SoD doesn’t really have small group activities with high requirements which cement the relations between pushers.
