Gear upgrades are not fun, sometimes it’s not easy to see which gear has higher Item level potential, or maybe I am missing something? I just want to immediately know which gear is better to sell or disenchant the rest.
There any many addons out there, which can help you with this.
Also if you know your class well, and you know the stats that you need to focus on, you can tell which items are bad and which are good. This in return allows you to see which you can sell or disenchant.
They go up +3… if an item has 1/7 is higher than a 2/7 then its better…
If you talking about secondary stats, then almost always better with higher item lvl than secondary stat
I know you said “almost always” but you didn’t specify so I’ll do it for you.
Some classes really NEED haste to work and feel good to play, so having a 3 lower ilvl piece with haste+whatever is better than a higher ilvl one with vers/crit, for example Enh Shaman and casters in general.

Not sure if I’m interpreting this correctly but to me it sounds like you’re either confused about the different “item tracks” or you haven’t discovered that text in the item description yet.
In any way, items that are able to be upgraded always have a text attached to their description which marks their “track” or “tier”.
Those tracks are:
- Explorer (558 - 580)
- Adventurer (571 - 593)
- Veteran (584 - 610)
- Champion (597 - 619)
- Hero (610 - 626)
- Myth (623 - 639)
This is also already the correct order of “power” or “potential item level” with Explorer being the weakest track and Myth being the most powerful track.
So if you have an Adventurer item equipped and an Explorer item drops, the Explorer item won’t be able to reach the same max. item level as the Adventurer one.
many sites will help you to determine what stats priority is needed for your class and spec just do some research.
But they want to know immediately. And without basic knowledge of the class items and the stat priority etc. The only thing available to them to know this information ASAP is to use addons 
TLDR: Highest item level is better. 99.9%+ does not play at any level where minmaxing secondary stats is required.
