Gehennas/Firemaw population situation

The current situation on Gehennas is quite bad, which was made apparent with returning and active players during Pre-Patch.
Offering a free transfer to Mograine (which instadied once free transfers were introduced off it, having you be able to jump all the way to Golemagg) isn’t going to do anything at all.

No one is going to risk going to a completely dead server when the odds of others coming over and creating a stable population is basically zero.
The only options I can see here is:
Either some form of forced migration, which risks unintentionally separating friends between 2 different servers.
Or, create some form of pooled migration which will only be complete when a certain amount of interested migraters is reached. For example, Blizzard opens up a pooled-transfer; guild and friends sign onto it that they’re interested in migrating off the current servers to another less populated realm. When the pool reaches, say 6000-7000 players per faction, the migration is completed and people are sent to the realm.
This secures an ample playerbase on the server, at the time of migration.
You could even create a perfect faction balance doing this on the same realm, with a set amount of players per faction.
Could have a timespan when you could register your interest, and then wave people off at a certain date a few days later if the pool has reached its proper size.
Ofcourse this isnt so easy to accomplish from a logistics point of views for Blizzard, but I dont really see any alternative.
