Why cant I mog my legendary pieces to any of my toons? I have way too many of these darn thing but I cant match any of them

I also struggle getting my Warcraft Lego just right. I mean how do people do this?
I can’t even get shoulder pads properly on my Lego death knight, let alone legendary ones.

man I want lego like that…
I absolutely love the Cloth legendary shoulders and I’ve found they go pretty well with certain items from Uldir… but I want more! Plate legendaries look great!
If you are not mythic raiding you have to deal with the scuffed versions of these sets
well I dont mind, and the LFR set is the most pleasing to my eye (color wise) so I will gladly stick with it once I get it 
Just a shame that I have no reason to keep collecting legendaries at all as I am a mere dirty LFR player, as casual as you can be and only reason I was interested in legos if I could mog them. Saves me crab ton of Choreghast time at least 
I made a cloak leggo on my hunter. When the cinematic ran and I saw it I was like… DAAAAAMN this is a niiiice green hooded cloak, just perfect for a hunter.
Put it on and its just a purple napkin 
Otherwise, yes I wish we could mog it like with the legion ones
I think the raid set is a recolor of the lego one.
that they are, but for having 3 different plate wearers I have the whole set in my bags made but the set is not visible to be mogged
