It will still be capped.
Generally the cap is in place in order to not let players go way ahead of others. Blizz wants to have a staggered progression so it is more spread out in the first weeks/months of the season.
If the crests you send are counting towards the cap on both characters (both on the character you send, AND the character you receive it) then I think it could work (since it would be worst than farming on that character).
This goes without saying the cap is in place for all characters, what is being proposed is the ability to move crests specially gilded around characters who are not capped from characters which have a surplus with nothing to use it on.
I dont refarm crest on any alts. NEVER!!! Make it warbound ONCE you have unlocked any achievement. Good idea?
