So what, you think thouse people who wasted their boost on Horde will suddenly reroll from lvl 1? Without faction change service nothing changes.
Besides EMFH, while powerful, came as balancing force only when WotF had lost immunity part in Wrath.

Maybe people would be also more encouraged to PvP?
Probably EMFH combined with Faction Change would be motivating enough to fix Qs.
Wotf - sharing CD with trinket (30 or 45 sec) , Hardiness - Chance to resist Stun effects increased by an additional 8% , Perception - Dramatically increases stealth detection and also has passive stealth detection bonus…
I think the latter is a much bigger thing that would be much more impactful. And, reminder, it’s not a thing, at least yet.
It is too late to change that now. You will need massive changes to get a minimal change in population.

Still it is not only about PvP only. PvPers go into raids for PvE trinkets as well and you have Orcs have best racials for Hunters, Warlocks, Warriors and PvE rogues and Enchancement shamans.
Trolls would be further buffed in Wrath giving them best PvE racial for casters: 3rd trinket like, personal 20% haste mini-BL racial without HP condition restrictions.
Theres little to nothing to attract new players to the Alliance besides Humans in Wrath. NE would get buff to “hunters only WSG flag room” racial. Gnomes would be nerfed from +5% max Int to +5% base Int.
Remove perception and give them every man for himself. Perception is game-breakingly overpowered.
Apparently not enough to keep players interested more in Ali.
but how will this help horde?
More PvP focused players could roll Alliance - that’s better Qs for Horde. Well at this point, at least for AV.
